VINCENT CALLEBAUT SCOOPS CIVIC AWARD TO METAMORPHOSE ANCIENT THERMAL BATHS IN SAVOY

French ecological architect Vincent Callebaut has won a competition to redesign ancient thermal baths in the Savoyard town of Aix-les-Bains, France.

Dubbed "Ecume des Ondes" (Foam of Waves), Callebaut's proposal features a many-storied, heavily foliaged structure with waveform green terraces.

Other elements of the spa centre include a retail galleria dedicated to wellbeing, a rooftop restaurant with an aquaponic urban farm, and a viewing centre for the site's Roman ruins, as well as a number of residential sky villas.

The residences – according to Callebaut – will also be "covered with more than 25,000 plants, shrubs, and endemic trees", all producing "more energy" than they consume.

"It's about both preserving the best of each identifiable era to build the future of Aix, and tracing the evolution of thermal practices related to the progress of medicine," Callebaut explained.

The thermal baths – once a leisure playground for Europe's elite in the Belle Époque period – have been out of commission since 2008.

The future wellness facility is expected to serve as a sustainable public park and restore interest in the town's cultural history.

1. "THE FOAM OF WAVES", WINNER OF THE CITIZEN CONSULTATION TO 62.89% OF VOICES

The National Baths of Aix-les-Bains, which were once a place of recreation for the European elite during the Belle Epoque, have been out of use since 2008.

Following three public meetings held in early February 2019 by the City and the group owning the building, three teams of architects were able to present to the people of Aix their plans to rehabilitate them.

At the end, the mayor and the municipality wished to consult during 15 days the Aixois to allow them to vote for the project of their choice, among the 6 variants proposed, each architect having worked on a low version and a high version of his project.

This citizen consultation - a first in Aix-les-Bains for a dossier of such an issue - ended on 23 February.

Project 1 in its low version, dubbed "The Foam of Waves", by Vincent Callebaut Architectures, has come out ahead (62.89%).

As of this day and in accordance with the commitment made by Mayor Renaud Beretti during the public meetings to "give the floor to the people of Aix and to respect their choice", the group and the City begin a phase of work with the services of the state. Like any project of this size, this project is likely to undergo amendments, improvements and evolutions before being realized in its final version.

2. UNDERSTANDING THE CHALLENGES: REVEALING THE INTRINSIC HERITAGE AND PULSING AN INNOVATIVE AND POSITIVE ECOLOGY!

The Metamorphosis project of the "New" National Baths began with a crush between the architect of the flat country (Belgium) and the majestic landscape of Aix les Bains nestled between lake and mountains. In front of this iconic site, the "Vincent Callebaut Architectures" team wanted to respond with ambitious and contextual projects aimed at enhancing the heritage (cultural and natural) and reclaiming the city center.

2.1. INTRODUCTION TO THE METAMORPHOSIS AND ENERGY SOLIDARITY

Metamorphosing is turning the caterpillar into a butterfly.

Metamorphosing is not about starting again from scratch, it is about integrating the best of every era into our future.

Metamorphosing is choosing to take part of one story rather than creating a new one.

Taking a stand for a mixed history, having audacity for others, the architect's role goes far beyond conservation or restoration.

Architects of the metamorphosis, we are - above all - surgeons to repair the wounds and heterogeneous growths of this immense liner represented by the National Baths.

At the heart of a group of prestigious buildings impregnated with the urban fabric of Aix les Bains, we operated surgically a respectful sorting between the historical volumes of the building and the functional additions that accumulated during the 20th century from interior patios to gangrenous roofs.

Our goal is to revive orchards and help recreate jobs in the region, reveal the intrinsic heritage qualities of the building and highlight them with contemporary architecture that assumes its era.

Then, we act as futurists to propel the Ancient National Baths towards the 21st century in terms of uses, technological and social advances, and innovative and sustainable constructive principles.

Architecture is now able to implement the concept of "Energy Solidarity" between an existing heritage combined with a contemporary positive energy project. The latter provides the energy needed for the first by integrating bioclimatism and renewable energies to achieve an environmentally neutral carbon footprint as recommended by COP 21.

The stakes for cleaning the liner of the Ancient Baths are as follows:

To find the volumes and the original provisions of the Pellegrini, Revel and Princes buildings:

- The extensions of the 70s (extension Mabileau) on the upper floors at level 3 of the Old Baths are demolished and the roof of origin restored.

- The courtyards are cleaned of their additions after the nineteenth century to find light and readability.

- The Revel courtyard is restored to its original layout.

Create a courtyard to clear the Pellegrini buildings and the Revel annex:

- The two north spans of the Pétriaux building and the Foray junction are demolished to reveal the south facade of the Pellegrini building and the Revel building.

- The connecting building of Pétriaux is transformed into a porch marking the threshold between the square and the courtyard.

Create a forecourt in the East, overlooking rue Georges I:

- The Mabileau Tower can not be reused in the restoration project because of its non-compliance with seismic regulations. It is demolished for the whole area above level 3 of the Ancient Baths. The right-of-way is not reconstructed due to the presence of Roman remains at lower levels. The Roman remains dating from the 1st half of the 2nd century BC are protected as classified historic monuments. They have been weakened by the work of Pétriaux and are the subject of special attention of the DRAC and especially the Regional Service of Archeology for their good conservation, prohibiting any construction on this right.

- The open space allows the creation of a "high place" at the Georges 1 Street ensuring the link with the place Mollard through the Ancient National Baths.

2.2. PLACE FOR URBAN AGRICULTURE AND FOODSCAPING TO REACT SOCIAL LINK

Urban agriculture is the production of vegetables, fruits and other foods in the city. It can be practiced on roofs, on balconies, in the heart of shared vegetable gardens and even in public spaces.

The UN and FAO (Food and Agriculture Organization) advocate this solution to meet the food needs of increasingly urbanized city centers.

"Home gardens can be up to 15 times more productive than farms in rural areas ," says FAO. "An area of one square meter can provide 20 kg of food per year".

Urban agriculture is a way of gardening responsibly, reducing CO2 emissions and also the costs of production. On the other hand, urban farms can generate jobs from production to sales and distribution.

Finally, agriculture in the heart of cities responds to a growing demand from city dwellers to reconnect with nature.

"Not all urban productive garden experiences respond to the same dynamics," CNRS said. "It can range from a simple hobby to a real commercial activity to a project to restore social bonds".

2.3. STRENGTHENING A SINGLE PLACE, CATALYST OF ATTRACTIVENESS

The Metamorphosed National Baths will be a place of life that decompartmentalizes the uses by gathering innovative accommodation spaces, a restaurant opening onto a panoramic terrace, a shopping gallery focused on well-being and bio distributed in short circuit, as well as coworking spaces.

The Metamorphosed National Baths will be a place of discovery and passion with its terraces marrying the new place Georges I, a place of development of the Savoy, its culture and its gastronomy.

The Metamorphosed National Baths will be a hymn to hospitality where housing becomes a place of conviviality and meeting in the heart of gardens suspended in the sky; where tourism ceases to be synonymous with anonymity; where the traveler meets inhabitants, companies, entrepreneurs and associations of Aix-les-Bains and Savoie.

The general spa program therefore has a multi-faceted vocation to meet the revitalization needs of downtown Aix-les-Bains. It includes multiple uses that enhance the building and enhance the attractiveness of this heritage place.

The programming tracks in the conserved parts of Les Anciens Thermes are as follows:

Cultural and Tertiary Program: Tourist Office in the Pellegrini Building; Center of Interpretation of Architecture and Heritage in Revel Annex.

Wellness Center: A wellness center is planned in the Princes' building.

Teaching space: The Peyrefitte School, currently occupying part of the former Baths, is transferred to the south end of the site, in the building of the Pétriaux Piscine.

Parking : The basement levels -1 and -2 are converted into car parks to meet the needs of the different programs. The basements are served by access to the parking of the town hall.

A second car park is fitted out at levels R +2 and R +3 and integrated in both scenarios.

3. ECORESPONSIBLE PROGRAMMING RECONCILING THE CITY AND THE COUNTRYSIDE

The whole architectural project is the carrier of the new paradigms of our society.

It offers future residents and visitors the opportunity to adopt new lifestyles that respect the environment, health and urban well-being in order to simply live better.

It is a resilient architecture, innervated by nature. It is an ode to biodiversity, renewable energies and the circular economy that advocates the construction of post-carbon, post-fossil, post-nuclear and even post-insecticidal cities.

The eco-responsible program planned in contemporary transplants is as follows:

3.1. Premium housing called "Sky-Villas"

Representing a living space of 13,000 m², the 185 green apartments are intended for 75% in free housing for homeownership and 25% in social housing located in the eastern part of the new buildings. All apartments are surrounded by edible sky-gardens and cultivable by each inhabitant.

3.2. A panoramic rooftop

A rooftop restaurant overlooks the project and offers everyone an exceptional panoramic view between lake and mountains. A battery of lifts and a double staircase are exclusively dedicated to this rooftop to better serve.

In addition, an urban educational farm on the roof dedicated to permaculture and aquaponics is located on the south building.

It can produce up to 20 kilos of fruits and vegetables per year per square meter. This farm could also serve as a multipurpose room made available to municipal services.

3.3. A new Place Georges 1 above the Roman remains, place of convergence and hospitality

The creation of the new Place Georges 1er in the East allows to organize access to housing while optimizing the connection with the city and the Old Baths through the large dome.

The development of the Roman remains is treated in the development of this high place thanks to punctual glazed floors and a new gallery between the R +3 and the R +1 of the Thermes.

These urban windows to the Roman remains are framed by bodies of water offering mirrors to the skyline and water games reminiscent of the thermal and aquatic history of the place.

As night falls, the place Georges 1 will be backlit from the Roman remains, giving it an exceptional character by this lighting.

3.4. An ultra-readable Smart & Green shopping mall

The concept of "commercial gallery" in the Pétriaux building is innovative and forward-looking.

The readability of the program from the public space has been made crystal clear since the two historic patios transformed into vertical gardens bathed in natural light.

These are innervated all height by batteries of escalators between the high place (Georges 1st) and the low place (Maurice Mollard) thus serving each level.

In addition, the two cupolas in glass blocks covering the other two secondary patios are maintained. They are spanned by the structure of the new buildings. These two patios are also magnified in vertical gardens thanks to trees suspended by wiring. Through these gardens, true project breadcrumb trail, businesses will benefit from many cross-sectional views.

Much more than a place of passage between the upper town and the lower town, the National Baths are historically a place of destination where it is good to be entertained, to relax, to cultivate, to susten and to innovate! In the sense of history, the new programming of the shopping center has for main objective to sensitize the citizens with the ecogastronomy, the biocosmetics, and the alter-consumption.

Through a philosophy of pleasure, it is therefore a question of targeting a marketing of spaces turned towards the well-being which aims at:

• Encouraging eco-tourism that respects the environment and solidarity initiatives in the food sector in Savoie.

• Defend food biodiversity and promote the beneficial effects of local food and indigenous food.

• Help local producers and artisans of the agrifood industry who make quality organic products.

• Work for the preservation and promotion of Savoyard food traditions and customs.

• To oppose the degrading effects of the agrifood industry and fast food culture that standardize tastes.

• Carry out taste education programs for adults and children.

4. THE ARCHITECTURAL PARTY: LOW AND COMPACT BUILDINGS, COMPETITION WINNERS

The basic scenario (low project) presents a project whose height is calibrated on the current size of the Queen Hortense Hospital.

The variant (high project) proposed a project taking advantage of the maximum height allowed by the regulations outside the high-rise building (height of the last floor less than 50 meters, see fire regulations).

The programs and surfaces remain unchanged for these two hypotheses.

4.1. SCENARIO 1, WINNING PROJECT: "THE FOAM OF WAVES", A SMART & GREEN VILLAGE

Scenario 1 presents a low project whose last inhabited floor is 28 meters from the reference level represented by Place Georges 1. The buildings are thus classified in the third family according to the fire regulations in force.

This project entitled "the Foam of waves” takes its name and is freely inspired by the famous poem "The Lake", Meditations XIII of Alphonse de Lamartine.

"O lake! The year has scarcely finished her career,

And near the beloved waves she must see again,

Look! I come alone to sit on this stone,

Where you saw her sit down!

You roared thus under these deep rocks,

So you broke on their torn flanks,

So the wind threw the foam of your waves,

On his adored feet. »

The architectural part is to poetically generate an architecture while moving whose facades recall the waves generated by the waves of Lake of Bourget. Thus two graceful silhouettes with fluid and vaporous curves emerge from the main facade of this great vessel whose thermal past is proudly displayed.

The right of way of the two building blocks respects precisely the playground delimited by the architect of the inheritance. It takes advantage of a maximum of floor space to stay as low and discreet as possible while ensuring each home receives maximum natural light. The layout respects the rhythm of the voids and solids of the historic building whose patios are cleared and the domes spanned.

The staggered waves of the facades are studied in detail to be able to plant large trees that grow on two floors. A double planter system ensures a variety of colors and fragrances throughout the seasons. The front planter will be maintained by professional gardeners for a convincing result all year round. Conversely, the rear planters will be left to the free ownership of each inhabitant so that he can grow his own fruits and vegetables on compost mounds in permaculture.

The project projects its two narrowest façades to Place Maurice Mollard and extends its "L" program along Georges I Street to safeguard a harmonious dialogue in terms of volume and proportions. The rounded corners of the buildings reflect the Art Deco vocabulary of the Pétriaux facade for the sake of aesthetic descent.

4.2. SCENARIO 2, NOT-RETAINED PROJECT: "PANORAMIC CLIMAX", TWO VERTICAL FORESTS WITH OPEN ARMS

Scenario 2 presents a high project whose last inhabited floor is 50 meters from the reference level represented by Place Georges 1. The buildings are thus classified in the fourth family according to the fire regulations in force.

In ecology, the "climax" is a theoretical state in which a soil or plant community has reached a state of stable and lasting equilibrium with the edaphic factors (relating to the composition of the soil) and climatic conditions of the environment.

By ecological metaphor, the project "Climax Panoramic" thus designates two vertical forests eco-designed according to the climatic data of the place and covered with endemic plant species. Rising spiraling towards the sky, these two vertical forests rise towards the Aix sky and become a new identity landmark of the city. They offer sumptuous views to their residents and seem to embrace the mountains from the pedestrian area.

Inspired by the DNA chain, a symbol of balance and harmony, these two twin towers literally open the arms of the city and the Place Maurice Mollard.

Indeed, at the Place Georges 1, the towers are rooted symmetrically on the orthogonal structure of the Thermes. Since this rational implantation, the structure of each of them gradually worm fan-shaped 3 degrees from floor to floor to perform a full twist of fifty degrees.

On the ground floor of the upper square, the towers are 40 meters away. But at their summit, which is more than 57 meters high, the two outer corners have an overall aperture of almost 100 meters.

The center of rotation of each of the two towers is their central core grouping the private vertical circulations leading to the apartments and the public circulation serving the panoramic rooftop. These two cores are fixed and do not rotate. They are located on the existing building and their structure plumb to the rock. Around these cores a horizontal circulation, naturally lit, ventilated and smoke-free distributes the dwellings.

The strength of this double spiral is to open the field of perspectives and especially to offer a double orientation to each apartment optimizing their sunshine throughout the day.

The two vertical forests are in fact false twins. Indeed, the South Tower has staggered balconies between even and odd levels to allow trees to grow on two levels. Conversely, the North tower has a profile of balconies identical to each floor to emphasize its perfect spiral. Thus, the two towers dialogue through a complementary aesthetic.

On the steamer of the Thermes, the towers seem to stretch their sails to better navigate the lake.

5. THE 5 TECHNICAL INNOVATIONS: BETWEEN URBAN AGROCULTURE STRATEGY AND LOW-CARBON ENERGY

The goal of the project is to meet the ambitious objectives of the 2020 TR of the European Commission by building a BEPOS, a Positive Energy Building producing more energy than it consumes and reducing its carbon footprint.

The 5 big innovations to achieve this are:

INNOVATION 1: THE BUILDING AS A CARBO-ABSORBING FOREST, DEPOLLUTING WATER AND AIR

How can a dense city be adapted to the phenomena of high floods and current heat waves? To combat the urban heat island effect, greening public areas and buildings can moisten and cool the air through the evapotranspiration of plants. Building a densely vegetated project with endemic plants from the Strasbourg region therefore limits its carbon footprint while recovering rainwater and recycling greywater.

In addition through natural photosynthesis, vertical forests are green buildings with more than 25,000 plants, shrubs and trees. They are able to absorb up to 150 tons of CO2 in the Aix les Bains atmosphere annually while producing oxygen.

The plant cover will build on the latest innovations in urban agriculture and will establish organic market gardening based on permaculture and agroforestry.

INNOVATION 2: OPTIMIZED THERMAL PERFORMANCE AND BIOSOURCE ISOLATION

The first step is to reduce the energy needs of the building by optimizing its envelope with an external insulation. It does not reflect the strong seasonal temperature variations.

The insulation, airtightness, and overall inertia of the building are therefore key elements in the good design of our project.

In addition, thermal and acoustic insulation materials are biobased or from recyclable sectors and guarantee the safety and durability of construction.

INNOVATION 3: A PERFECT INTEGRATION OF BIOCLIMATISM, RENEWABLE ENERGY AND ICT (Information and Communication Technologies)

3A. PASSIVE ENERGY

In addition to the vegetation, the bioclimatic buildings we have designed are accorded to the course of the sun and the wind. They integrate passive technologies with very low energy consumption such as:

A field of geothermal probes: covering the needs concerning the heat and cold.

The geothermal system will directly benefit from the thermal hot spring beneath the heritage building.

Wind chimneys: providing passive natural ventilation by geothermal energy without consuming a single kilowatt.

Recovery of rainwater and recycling of greywater: in non-sanitary uses, phyto-purification, and infiltration lagoons.

On this type of installation, energy efficiency benefits are 50%, CO2 emissions are reduced by 50%, and electricity consumption is reduced by 35%. The remaining 65% are produced locally thanks to on-board renewable energies.

3B. RENEWABLE ENERGY

To ensure that our project produces more energy than it consumes, we have also studied the integration of "smart", pro-active, and by definition renewable energies:

A solar photovoltaic and thermal roof : producing electricity and domestic hot water.

A mini-biomass plant : recycling non-edible organic waste from plants to turn them into energy (heat).

A cogeneration with rapeseed oil : will also be studied by our fluid engineers.

All this embedded technology is managed by home automation technologies that monitor consumption towards a low-carbon headquarters.

Our clearly defined goal in designing this smart building is to carefully select the best of High-Tech and Low-Tech rather than oppose them.

INNOVATION 4: A VERTICAL FOREST WITH BIO-SOURCED BUILDING MATERIALS TOWARDS A NEUTRAL CARBON BALANCE

Designing a carbon neutral architecture based on the "cradle to cradle" circular economy. Taking into account the intrinsic carbon emissions and drawing up the energy balance of the life of the building, from its construction to its complete "recyclability" through its exploitation.

To achieve both objectives, the structure of the project will be either prestressed alveolar concrete (ideal for large spans and therefore for maximum spatial flexibility), or cross-laminated timber.

As a basic option, the use of high performance concrete makes it possible to optimize the sizing of structures and rationalize the use of natural resources. It also makes it possible to lengthen the spans with prestressed alveolar concrete to facilitate the future reconfiguration of interior spaces when they are reassigned.

As a reminder, the great qualities of a high performance concrete building are:

- durability, longevity (> 100 years)>

- maximized energy efficiency through thermal inertia

- facilitated thermal rehabilitation, ensuring good airtightness

- does not burn, does not rust, and does not rot

- safe and secure (resistant to fires, earthquakes, floods)

- does not emit VOCs

- excellent sound insulation, including for low frequencies

- requires little care and maintenance

- comes from a local industry and local materials. Its territorial roots create activity and wealth.

If the solid wood structure is preferred, the project will be FSC certified "Forest Stewardship Council" or PEFC "European Forests Certified".

The achievement of a multi-criteria and multi-stage environmental assessment of the project over its entire life cycle will be carried out to understand and compare the environmental impacts of the project throughout its life cycle.

To optimize the quality of indoor air, the Metamorphosis of National Baths will use a charter of eco-labeled materials such as:

- Wood products and wood floors: Ange Bleu

- Paint: Ange Bleu ou Cygne Blanc

- Carpets: Ange Bleu or Emicode

INNOVATION 5: A NOURISHING PROJECT DEDICATED TO URBANIZERS AND URBAN AGRICULTURE

On the main roof of the thermal baths: native fruit trees will be planted in order to promote the development of small wildlife in urban areas (black cherry, mulberry, mountain ash) in addition to cultivated fruit trees (apple, pear), representative of the know- to make local arboreal. This orchard overlooking the Pétriaux gallery will be a new park open to the public in continuity with the Théâtre de Verdure (Parc Floral).

On the undulating balconies: the waves will be treated with small fruit trees such as redcurrants, blackcurrants, raspberries, strawberries, blackberries, or blueberries. Vegetables include zucchini, tomatoes, radishes and carrots, as well as a range of herbs.

On the roofs: greenhouses will be designed as a real resource center for employees transformed into actors of urban agriculture, eager to learn, to plant seeds and rare plants, and to meet both animators who are passionate, curious, or professional.

6. CONCLUSION

In the respect and the development of the heritage and the environment, an important work of reflection was carried out to arrive at two scenarios viable at the urban, technical and ecological level.

The project, "The Foam of Waves" laureate of the public consultation, aspires to make vigorously beat the heart of the thermal city of Aix Les Bains by magnifying with a contemporary architecture this fabulous liner which for centuries contributed to the " well-being "of Aix and the image of the city.

Ensuring new urban continuities while stimulating a new social dynamic is the main challenge of mixed-use programming in the city center, which will be refined.

The denser a city is, the less energy it is.

In a logic of densification of the city centers fighting the urban sprawl in France and the waterproofing of the grounds, the project is developed around the pedestrian and the porosity of the urban spaces to optimize the flows which cross the project and its new open spaces to the public.

Finally, bioclimatism, renewable energies and urban agriculture are the three founding pillars of a contemporary urban approach fighting against global warming and making Cop21 an applied reality.

Aix Les Bains will thus be able to become an exemplary model in terms of eco-building oriented towards well-being.

Metamorphosing is turning the caterpillar into a butterfly.

1. « L’ECUME DES ONDES », LAUREAT DE LA CONSULTATION CITOYENNE A 62,89 % DES VOIX

Les Thermes Nationaux d’Aix-les-Bains, qui étaient autrefois un lieu de loisirs pour l'élite européenne à la Belle Époque, sont hors d'usage depuis 2008.

Suite à 3 réunions publiques organisées début février 2019 par la Ville et le groupement propriétaire du bâtiment, trois équipes d’architectes ont pu présenter aux Aixois leurs projets pour les réhabiliter.

À l’issue, le maire et la municipalité ont souhaité consulter durant 15 jours les Aixois afin de leur permettre de voter pour le projet de leur choix, parmi les 6 variantes proposées, chaque architecte ayant travaillé sur une version basse et une version haute de son projet.

Cette consultation citoyenne - une première à Aix-les-Bains pour un dossier d’un tel enjeu - s’est terminée le 23 février.

Le projet 1 dans sa version basse, baptisé « L’Ecume des Ondes », du Cabinet Vincent Callebaut Architectures est arrivé largement en tête (62,89%)

À compter de ce jour et conformément à l’engagement pris par le maire Renaud Beretti au cours des réunions publiques de "donner la parole aux Aixois et de respecter leur choix", le groupement et la Ville entament une phase de travail avec les services de l’État. Comme tout dossier de cette envergure, ce projet est susceptible de connaître des amendements, améliorations et évolutions avant de voir le jour dans sa version définitive.

2. LA COMPREHENSION DES ENJEUX : REVELER LE PATRIMOINE INTRINSEQUE ET IMPULSER UNE ECOLOGIE INNOVANTE ET POSITIVE !

Le projet de Métamorphose des « Nouveaux » Thermes Nationaux a commencé par un coup de coeur entre l’architecte du pays plat et le majestueux paysage d’Aix les Bains lové entre lac et montagnes. Face à ce site emblématique, l’équipe « Vincent Callebaut Architectures » a voulu répondre par des projets ambitieux et contextuels visant la mise en valeur du patrimoine (culturel et naturel) et la reconquête du centre-ville.

2.1. INTRODUCTION A LA METAMORPHOSE ET A LA SOLIDARITE ENERGETIQUE

Métamorphoser, c’est transformer la chenille en papillon.

Métamorphoser, ce n’est pas faire table rase du passé mais bien au contraire intégrer le meilleur de chaque époque à notre avenir.

Métamorphoser, c’est prendre parti pour une histoire à écrire plutôt qu’une autre.

Prendre position pour une histoire métissée, avoir de l’audace non pas pour soi mais pour les autres, c’est le rôle de l’architecte bien au-delà de la simple conservation ou restauration.

Architectes de la métamorphose, nous sommes - avant tout - chirurgiens pour réparer les plaies et excroissances hétérogènes de cet immense paquebot que représentent les Thermes Nationaux.

Au cœur d’un ensemble de bâtiments prestigieux dont s’imprègne le tissu urbain d’Aix les Bains, nous avons opéré chirurgicalement un tri respectueux entre les volumes historiques de l’édifice et les ajouts fonctionnels qui se sont accumulés au cours du 20ème siècle depuis les patios intérieurs jusqu’aux toitures gangrénées.

Notre but ? Révéler les qualités intrinsèques patrimoniales de l’édifice et les magnifier par une architecture contemporaine qui assume son époque.

Ensuite, nous agissons comme des prospectivistes pour propulser les Anciens Thermes Nationaux vers le 21ème siècle en termes d’usages, d’avancées technologiques et sociales, et de principes constructifs innovants et durables.

L’architecture est capable aujourd’hui de mettre en œuvre le concept de « Solidarité Energétique » entre un patrimoine existant allié à un projet contemporain à énergie positive. Le second fournissant l’énergie nécessaire au premier par l’intégration des énergies renouvelables pour atteindre un bilan carbone neutre sur le plan environnemental comme l’a recommandé en 2015 la COP 21.

Les enjeux pour épurer le paquebot des Anciens Thermes sont les suivants :

Retrouver les volumes et les dispositions d’origine des bâtiments Pellegrini, Revel et des Princes :

- Les extensions des années 70 (extension Mabileau) dans les étages supérieurs au niveau 3 des Anciens Thermes sont démolies et la toiture d’origine restituée.

- Les cours intérieures sont curées des adjonctions postérieures au XIXe siècle pour retrouver lumière et lisibilité.

- La cour intérieure Revel est restituée dans ses dispositions d’origine.

Créer une cour pour dégager les édifices Pellegrini et l’annexe Revel :

- Les deux travées nord du bâtiment Pétriaux et la jonction Foray sont démolies afin de révéler la façade sud du bâtiment Pellegrini et du bâtiment Revel.

- Le bâtiment de liaison de Pétriaux est transformé en porche marquant le seuil entre la place et la cour.

Créer un parvis à l’Est, donnant rue Georges Ier :

- La tour Mabileau ne peut être réutilisée dans le projet de restauration en raison de sa non-conformité à la réglementation sismique. Elle est démolie pour toute la partie située au-dessus du niveau 3 des Anciens Thermes. L’emprise n’est pas reconstruite en raison de la présence des vestiges romains aux niveaux inférieurs. Les vestiges romains datant de la 1ère moitié du II° siècle av J.C sont protégés au titre des Monuments Historiques Classés. Ils ont été fragilisés par les travaux de Pétriaux et font l’objet d’une attention toute particulière de la DRAC et notamment du Service Régional de l’Archéologie pour leur bonne conservation, interdisant toute construction sur cette emprise.

- L’espace dégagé permet donc la création d’une « place haute » au niveau de la rue Georges 1° assurant le lien avec la place Mollard en traversant les Anciens Thermes Nationaux.

2.2. PLACE A L’AGRICULTURE URBAINE ET AU FOODSCAPING POUR RETISSER DU LIEN SOCIAL

L'agriculture urbaine est la production de légumes, de fruits et autres aliments en ville. Elle peut être pratiquée sur des toits, sur les balcons, au cœur de potagers partagés et même dans des espaces publics.

L'ONU et la FAO (Food and Agriculture Organization) préconisent cette solution pour répondre aux besoins alimentaires des centres-villes de plus en plus urbanisés.

« Les jardins potagers peuvent être jusqu'à 15 fois plus productifs que les exploitations des zones rurales » explique la FAO. « Une superficie d'un mètre carré peut fournir 20 kg de nourriture par an ».

L'agriculture urbaine est une façon de jardiner responsable, de faire diminuer les émissions de CO2 et aussi les coûts de production. Par ailleurs, les fermes urbaines peuvent générer des emplois, depuis la production jusqu'à la vente et la distribution.

Enfin, l'agriculture au cœur des villes répond à une demande croissante des citadins de retisser des liens avec la nature.

« Toutes les expériences de jardins productifs urbains ne répondent pas à la même dynamique », a indiqué le CNRS. « Cela peut aller du simple loisir à une réelle activité commerciale en passant par un projet visant à restaurer du lien social ».

2.3. RENFORCEMENT D’UN LIEU UNIQUE, CATALYSEUR D’ATTRACTIVITES

Les Thermes Nationaux Métamorphosés seront un lieu de vie qui décloisonne les usages en regroupant des espaces d’hébergement innovants, un restaurant ouvert sur une terrasse panoramique, une galerie commerciale tournée vers le bien-être et le bio distribué en circuit court, ainsi que des espaces de coworking.

Les Thermes Nationaux Métamorphosés seront un lieu de découverte et de passion avec ses terrasses épousant la nouvelle place Georges 1er, un lieu de mise en valeur de la Savoie, de sa culture et de sa gastronomie.

Les Thermes Nationaux Métamorphosés seront un hymne à lʼhospitalité où le logement devient un lieu de convivialité et de rencontre au cœur de jardins suspendus dans le ciel ; où le tourisme cesse d’être synonyme d’anonymat ; où le voyageur rencontre habitants, entreprises, entrepreneurs et associations d’Aix-les-Bains et de Savoie.

Le programme général des Thermes a donc une vocation plurielle pour répondre aux besoins de revitalisation du centre-ville d’Aix-les-Bains. Il comprend des usages multiples qui valorisent le bâtiment et développent l’attractivité de ce lieu patrimonial.

Les pistes de programmation dans les parties conservées des Anciens Thermes sont les suivantes :

Programme culturel et tertiaire : Office du tourisme dans le bâtiment Pellegrini; Centre d’Interprétation de l’Architecture et du Patrimoine dans l’annexe Revel.

Centre de bien-être : Un centre de bien-être est envisagé dans le bâtiment des Princes.

Locaux d’enseignement : L’École Peyrefitte occupant actuellement une partie des Anciens Thermes est transférée à l’extrémité sud du site, dans le bâtiment de la Piscine Pétriaux.

Parking : Les niveaux de sous-sol -1 et -2 sont aménagés en parkings pour répondre aux besoins des différents programmes. Les sous-sols sont desservis par l’accès du parking de la mairie.

Un second parking est aménagé aux niveaux R+2 et R+3 et intégré dans les deux scenarii.

3. UNE PROGRAMMATION ECORESPONSABLE RECONCILIANT LA VILLE ET LA CAMPAGNE

L’ensemble du projet architectural est porteur des nouveaux paradigmes de notre société.

Il propose en effet aux futurs habitants et visiteurs d’adopter de nouveaux modes de vie respectueux de l’environnement, de la santé et du bien-être urbain pour tout simplement vivre mieux.

C’est une architecture résiliente, innervée de nature. C’est une ode à la biodiversité, aux énergies renouvelables et à l’économie circulaire qui prône la construction de villes post-carbone, post-fossile, post-nucléaire et même post-insecticides.

Le programme écoresponsable prévu dans les greffes contemporaines s’établit comme suit :

3.1. Des logements premium baptisés « Sky-Villas»

Représentant une surface habitable de 13 000 m², les 185 appartements végétalisés sont destinés à 75% en logements libres en accession à la propriété et à 25% en logements sociaux situés dans la partie Est des nouveaux corps de bâtiments. Tous les appartements sont entourés de sky-gardens comestibles et cultivables par chaque habitant.

3.2. Un rooftop panoramique

Un restaurant en rooftop surplombe le projet et offre à tous une vue panoramique exceptionnelle entre lac et montagnes. Une batterie d’ascenseurs et une cage d’escalier de Chambord lui sont exclusivement dédiées pour mieux le desservir.

De plus, une ferme urbaine pédagogique en rooftop dédiée à la permaculture et à l’aquaponie est implantée sur le bâtiment sud.

Celle-ci pourra produire jusque 20 kilos de fruits et légumes par an par mètre carré. Cette ferme pourrait également servir de salle polyvalente mise à disposition des services municipaux.

3.3. Une nouvelle Place Georges 1er au-dessus des vestiges romains, lieu de convergence et d’hospitalité

La création de la nouvelle place Georges 1er à l’Est permet d’organiser les accès aux logements tout en optimisant la connexion avec la ville et les Anciens Thermes en passant par la grande coupole.

La mise en valeur des vestiges romains est traitée dans l’aménagement de cette place haute grâce à des planchers vitrés ponctuels et à une nouvelle galerie entre le R+3 et le R+1 des Thermes.

Ces fenêtres urbaines vers les vestiges romains sont cadrées par des plans d’eau offrant des miroirs vers la skyline et des jeux d’eau rappelant l’histoire thermale et aquatique du lieu.

La nuit tombée, la place Georges 1er sera ainsi rétroéclairée depuis les vestiges romains, lui conférant ainsi un caractère exceptionnel par cette mise en lumière.

3.4. Une galerie commerciale Smart & Green ultra-lisible

Le concept de « galerie commerciale » dans le bâtiment Pétriaux se veut innovant et tourné vers l’avenir.

La lisibilité du programme depuis l’espace publique est rendue limpide depuis notamment les deux patios historiques transformés en jardins verticaux baignés de lumière naturelle.

Ceux-ci sont innervés toute hauteur par des batteries d’escalators entre la place haute (Georges 1er) et la place basse (Maurice Mollard) desservant ainsi chaque niveau.

De plus, les deux coupoles en pavés de verre recouvrant les deux autres patios secondaires sont maintenues. Elles sont enjambées par la structure des nouveaux bâtiments. Ces deux patios sont eux aussi magnifiés en jardins verticaux grâce à des arbres suspendus par câblages. A travers ces jardins, vrai fil d’Ariane végétal du projet, les commerces pourront bénéficier de nombreuses vues transversales.

Bien plus qu’un lieu de passage entre la ville haute et la ville basse, les Thermes Nationaux sont historiquement un lieu de destination où il fait bon se divertir, se détendre, se cultiver, se sustenter et innover ! Dans le sens de l’histoire, la nouvelle programmation du centre commercial a pour principal objectif de sensibiliser les citoyens à l'écogastronomie, à la biocosmétique, et à l'alter-consommation.

A travers une philosophie du plaisir, il s’agit donc de cibler une commercialisation des espaces tournés vers le bien-être qui vise à :

• Encourager l’écotourisme attentif et respectueux de l'environnement et les initiatives de solidarité dans le domaine alimentaire en Savoie.

• Défendre la biodiversité alimentaire et promouvoir les effets bénéfiques d'une alimentation locale et de nourriture indigène.

• Aider les producteurs-artisans locaux de l'agroalimentaire qui font des produits biologiques de qualité.

• Travailler pour la sauvegarde et la promotion des traditions culinaires et des mœurs alimentaires savoyards.

• S'opposer aux effets dégradants de l'industrie agroalimentaire et de la culture de la restauration rapide qui standardisent les goûts.

• Réaliser des programmes d'éducation du goût pour les adultes et les enfants.

4. LE PARTI ARCHITECTURAL : DES BATIMENTS BAS ET COMPACTS, LAUREATS DU CONCOURS

Le scénario de base (projet bas) présente un projet dont la hauteur est calibrée sur le gabarit actuel de l’hôpital Reine Hortense.

La variante (projet haut) proposait un projet tirant parti de la hauteur maximale permise par la réglementation hors Immeuble de grande hauteur (hauteur du dernier plancher inférieure à 50 mètres. cf. règlementation incendie).

Les programmes et surfaces restent inchangés pour ces deux hypothèses.

4.1. SCENARIO 1, PROJET LAUREAT : « L’ECUME DES ONDES », UN VILLAGE SMART & GREEN

Le scénario 1 présente un projet bas dont le dernier plancher habité est à 28 mètres par rapport au niveau de référence représenté par la Place Georges 1er. Les bâtiments sont ainsi classés en 3ème famille selon la règlementation incendie en vigueur.

Ce projet intitulé « L’Ecume des Ondes » tire son nom et est librement inspiré du célèbre poème « Le Lac », Méditations XIII d’Alphonse de Lamartine.

« O lac ! l’année à peine a fini sa carrière,

Et près des flots chéris qu’elle devait revoir,

Regarde ! Je viens seul m’asseoir sur cette pierre

Où tu la vis s’asseoir !

Tu mugissais ainsi sous ces roches profondes,

Ainsi tu te brisais sur leurs flancs déchirés,

Ainsi le vent jetait l’écume de tes ondes

Sur ses pieds adorés. »

Le parti architectural est de générer poétiquement une architecture tout en mouvement dont les façades rappellent les ondes générée par les flots du Lac du Bourget. Ainsi deux silhouettes gracieuses aux courbes fluides et vaporeuses émergent de la façade principale de ce grand vaisseau dont le passé thermal est affiché fièrement.

L’emprise des deux corps de bâtiments respecte précisément le terrain de jeu délimité par l’architecte du patrimoine. Il tire profit d’un maximum de surface au sol pour rester le plus bas et discret possible tout en assurant à chaque logement de bénéficier d’un maximum de lumière naturelle. L’implantation respecte le rythme des vides et des pleins du bâtiment historique dont les patios sont dégagés et les coupoles enjambées.

Les vagues en quinconce des façades sont étudiées en détails pour pouvoir planter de grands arbres qui poussent sur deux étages. Un système de double jardinière permet d’assurer une végétalisation variant de couleurs et de fragrances à travers les saisons. La jardinière avant sera entretenue par des jardiniers professionnels pour un résultat convaincant toute l’année. A l’inverse, les jardinières arrière seront laissées à la libre appropriation de chaque habitant afin qu’il puisse cultiver ses propres fruits et légumes sur buttes de compost en permaculture.

Le projet élance ses deux façades les plus étroites vers la Place Maurice Mollard et étend son programme en « L » le long de la rue Georges 1er pour sauvegarder un dialogue harmonieux en termes de volumétrie et de proportions. Les angles arrondis des bâtiments reprennent le vocabulaire Art Déco de la façade Pétriaux par souci de filiation esthétique.

4.2. SCENARIO 2, PROJET NON-RETENU : « CLIMAX PANORAMIQUE », DEUX FORETS VERTICALES A BRAS OUVERTS

Le scénario 2 propose un projet haut dont le dernier plancher habité est à 50 mètres par rapport au niveau de référence représenté par la Place Georges 1er. Les bâtiments sont ainsi classés en 4ème famille selon la règlementation incendie en vigueur.

En écologie, le « climax » est un état théorique dans lequel un sol ou une communauté végétale a atteint un état d'équilibre stable et durable avec les facteurs édaphiques (relatifs à la composition du sol) et climatiques du milieu.

Par métaphore écologique, le projet « Climax Panoramique » désigne ainsi deux forêts verticales éco-conçues en fonction des données climatiques du lieu et recouvertes d’essences végétales endémiques. Se dressant en spirale vers le ciel, ces deux forêts verticales s’élèvent vers le ciel aixois et deviennent un nouveau landmark identitaire de la ville. Elles offrent des vues somptueuses à leurs résidents et semblent embrasser les montagnes depuis l’espace piéton.

Inspirées de la chaine ADN, symbole d’équilibre et d’harmonie, ces deux tours jumelles ouvrent littéralement les bras vers le bas de la ville et la Place Maurice Mollard.

En effet, au niveau de la Place Georges 1er, les tours s’enracinent symétriquement sur la structure orthogonale des Thermes. Depuis cette implantation rationnelle, la structure de chacune d’elle vrille progressivement en éventail de 3 degrés d’étage en étage pour effectuer une vrille complète de cinquante degrés.

Au rez-de-chaussée de la place haute, les tours sont distantes de 40 mètres. Mais à leur sommet culminant à plus de 57 mètres, les deux angles extérieurs présentent une ouverture globale de presque 100 mètres.

Le centre de rotation de chacune des deux tours est leur noyau central regroupant les circulations verticales privées menant aux appartements et les circulations publiques desservant le rooftop panoramique. Ces deux noyaux sont fixes et ne tournent pas. Ils sont sis sur le bâtiment existant et leur structure plombe jusque la roche. Autour de ces noyaux une circulation horizontale, naturellement éclairée, ventilée et désenfumée distribue les logements.

La force de cette double spirale est d’ouvrir le champ des perspectives et surtout d’offrir une double orientation à chaque appartement optimisant leur ensoleillement tout au long de la journée.

Les deux forêts verticales sont en fait de fausses jumelles. En effet, la tour Sud présente des balcons en quinconce entre les niveaux pairs et impairs pour permettre aux arbres de pousser sur deux niveaux. A l’inverse, la tour Nord présente un profil de balcons identique à chaque étage pour souligner sa spirale parfaite. Ainsi, les deux tours dialoguent à travers une esthétique complémentaire.

Sur le paquebot des Thermes, les tours semblent tendre leurs voiles pour mieux naviguer sur le lac.

5. LES 5 INNOVATIONS TECHNIQUES : ENTRE STRATEGIE VEGETALE ET ENERGIE BAS-CARBONE

L’ambition du projet est de répondre aux objectifs ambitieux de la RT 2020 de la Commission Européenne en construisant des BEPOS, des Bâtiments à Energie POSitive produisant plus d’énergie qu’ils n’en consomment et réduisant leur empreinte carbone.

Les 5 grandes innovations pour y arriver sont les suivantes :

INNOVATION 1 : LE BATIMENT COMME UNE FORET CARBO-ABSORBANTE, DEPOLLUANT L’EAU ET L’AIR

Comment adapter une ville dense aux phénomènes de canicules actuelles ? Pour lutter contre les effets d’îlot de chaleur urbain, végétaliser l’espace public et les bâtiments permet d’humidifier et de rafraîchir l’air grâce à l’évapotranspiration des plantes. Construire un projet densément végétalisé avec des plantes endémiques du sillon alpin permet donc de limiter son empreinte carbone tout en récupérant les eaux de pluie et en recyclant les eaux grises.

De plus par photosynthèse naturelle, les forêts verticales sont des bâtiments végétalisés avec plus de 25 000 plantes, arbustes et arbres. Elles sont ainsi capables d’absorber jusqu’à 150 tonnes de CO2 dans l’atmosphère d’Aix les Bains annuellement tout en produisant de l’oxygène.

La couverture végétale s’appuiera sur les dernières innovations en agriculture urbaine et mettra en place des cultures maraichères biologiques basées sur la permaculture et l’agroforesterie.

INNOVATION 2 : UNE PERFORMANCE THERMIQUE OPTIMISEE ET UNE ISOLATION BIOSOURCEES

La première étape est de réduire les besoins énergétiques du bâtiment en optimisant son enveloppe par une isolation extérieure. Elle permet de ne pas répercuter les fortes variations de températures saisonnières.

L’isolation, l’étanchéité à l’air, et l’inertie globale du bâtiment sont donc des éléments clés dans la bonne conception de notre projet.

De plus, les matériaux d’isolation thermique et acoustique sont biosourcés ou issus de filières recyclables et garantissent la salubrité et la pérennité de la construction.

INNOVATION 3 : UNE PARFAITE INTEGRATION DU BIOCLIMATISME, DES ENERGIES RENOUVELABLES ET DES TICS (Technologies de l’Information et de la Communication)

3A. ENERGIES PASSIVES

Outre le végétal, les bâtiments bioclimatiques que nous avons conçus sont dessinés en fonction de la course du soleil et du vent. Ils intègrent les technologies dites passives (à très faible consommation d’énergies) telles que :

Un champ de sondes géothermiques : couvrant les besoins en froid et en chaud.

Le système géothermique profitera directement de la source thermale d’eau chaude située sous le bâtiment patrimonial.

Des cheminées à vent : assurant une ventilation naturelle passive par géothermie sans consommer un seul kilowatt.

Récupération des eaux de pluie et recyclage des eaux grises : dans les usages non-sanitaires, par des lagunes de phyto-épuration et par infiltration.

Sur ce type d’installations, les bénéfices d’efficacité énergétique sont de 50 %, l’émission de CO2 est réduite de 50 %, et la consommation d’électricité est, elle, réduite de 35 %. Les 65% restants sont produits sur place grâce aux énergies renouvelables embarquées.

3B. ENERGIES RENOUVELABLES

Pour assurer à notre projet de produire plus d’énergie qu’il n’en consomme, nous avons aussi étudié l’intégration des énergies «smart», pro-actives et par définition renouvelables :

Une toiture solaire photovoltaïque et thermique : produisant de l’électricité et de l’eau chaude sanitaire.

Une centrale biomasse : recyclant les déchets organiques non-comestibles des plantes pour les transformer en énergie (chaud).

Une cogénération à l’huile de colza : sera également étudiée par nos ingénieurs fluides.

Toutes ces technologies embarquées sont pilotées grâce aux technologies domotiques qui permettent de surveiller la consommation vers des logements bas carbone.

Notre objectif clairement défini dans la conception de ces smart buildings est de sélectionner avec soin le meilleur du High-Tech et du Low-Tech plutôt que de les opposer.

INNOVATION 4 : UNE FORET VERTICALE ECONOME EN MATERIAUX DE CONSTRUCTION VERS UN BILAN CARBONE NEUTRE

Innover c’est concevoir une architecture à empreinte carbone neutre basée sur l’économie circulaire « cradle to cradle ». Innover c’est aussi prendre en compte les émissions de carbone intrinsèque et dresser le bilan énergétique de la vie du bâtiment, de sa construction à sa « recyclabilité » complète en passant par son exploitation.

Pour atteindre ses deux objectifs, la structure du projet sera, soit en béton précontraint alvéolaire (idéal pour de grandes portées et donc pour une flexibilité spatiale maximale), soit en bois massif entrecroisé (Cross Laminated Timber).

L’utilisation de béton haute performance permet d’optimiser le dimensionnement des structures et de rationaliser l’utilisation des ressources naturelles. Elle permet également d’allonger les portées pour faciliter la reconfiguration future des espaces intérieurs quand ces derniers sont réassignés

Pour rappel, les grandes qualités d’un immeuble en béton haute performance sont :

- durabilité, longévité ( > 100 ans)

- maximise l’efficacité énergétique par l’inertie thermique

- facilite la réhabilitation thermique, permet d’assurer une bonne étanchéité à l’air

- ne brûle pas ne rouille pas et ne pourrit pas

- offre sûreté et sécurité (résistant aux catastrophes de type incendies, séismes, inondations)

- n’émet pas de COV

- procure une excellente isolation acoustique, également dans les basses fréquences

- nécessite peu d’entretien

- est issu d’une filière de proximité et de matériaux locaux. Son ancrage territorial crée de l’activité et des richesses.

Si la structure en bois massif est privilégiée, le projet présentera une certification FSC « Forest Stewardship Council » (Conseil pour la bonne gestion des forêts) ou PEFC « Programme Européen des Forêts Certifiées ».

La réalisation d’un bilan environnemental multicritère et multi-étape du projet sur l’ensemble de son cycle de vie sera effectué pour connaître et comparer les impacts environnementaux du projet tout au long de son cycle de vie.

Pour optimiser la qualité de l’air intérieur, la Métamorphose des Thermes Nationaux fera appel à une charte de matériaux éco-labélisés comme par exemple :

- Produits bois et sols bois : Ange Bleu

- Peintures : Ange Bleu oi Cygne Blanc

- Moquettes : Ange Bleu ou Emicode

- Mastic et joints : Ange Bleu ou Emicode

- Mobilier et décoration : Cygne Blanc et classe A+ étiquetage français

INNOVATION 5 : UN PROJET NOURRICIER DEDIE AUX « URBACULTEURS » ET A L’AGRICULTURE URBAINE

Sur la toiture principale des Thermes : des essences fruitières indigènes seront plantées afin de favoriser le développement de la petite faune en milieu urbain (cerisier noir, mûrier, sorbier) en complément d’essences fruitières cultivées (pommiers, poiriers), représentatives du savoir-faire arboricole local. Ce verger surplombant la galerie Pétriaux sera un nouveau parc ouvert au public en continuité du Théâtre de Verdure (Parc Floral).

Sur les balcons ondulants : les vagues seront traitées avec de petits fruitiers comme les groseilles, cassis, framboises, fraises, mûres ou myrtilles. Côté légumes, on retrouvera les courgettes, les tomates, les radis et les carottes, ainsi que toute une gamme d’herbes aromatiques.

Sur les toitures des nouveaux logements : des serres aquaponiques seront conçues comme un véritable centre de ressources pour les résidents transformés à leur guise en acteurs de l’agriculture urbaine, désireux de s’informer, de se fournir en graines et plantes rares, et de rencontrer à la fois des animateurs, des passionnés, des curieux ou des professionnels.

6. CONCLUSIONS

Dans le respect et la mise en valeur du patrimoine et de l’environnement, un important travail de réflexion a été mené pour aboutir à deux scénarii viables sur le plan urbain, technique et écologique.

Le projet, « L’Ecume des Ondes » lauréat de la consultation publique, aspire à faire battre avec vigueur le cœur de la cité thermale d’Aix Les Bains en magnifiant avec une architecture contemporaine ce fabuleux paquebot qui a pendant des siècles contribué au «bien-être» des Aixois et à l’image de la ville.

Assurer de nouvelles continuités urbaines tout en impulsant une nouvelle dynamique sociale, tel est le principal défi de la programmation mixte en centre-ville qui sera affinée.

Plus une ville est dense, moins elle est énergivore.

Dans une logique de densification des centres-villes combattant l’étalement urbain en France et l’imperméabilisation des sols, le projet est développé autour du piéton et de la porosité des espaces urbains pour optimiser les flux qui traversent le projet et ses nouveaux espaces ouverts au public.

Enfin, le bioclimatisme, les énergies renouvelables et l’agriculture urbaine sont les trois piliers fondateurs d’une démarche urbaine contemporaine luttant contre le réchauffement climatique et faisant de la Cop21 une réalité appliquée.

Aix Les Bains, pourra ainsi devenir une modèle exemplaire en termes d’écoconstruction tournée vers le bien-être.

Métamorphoser, c’est transformer la chenille en papillon.
